Add pictures to your Outlook contacts from social networks like Facebook or LinkedIn. Then when synced with your mobile (Windows Mobile, IPhone, etc) you’ll have all your contacts with pics. You can build your own social network contacts provider, and just copy the assembly to the program directory. With a simple drag and drop your Outlook contact will be updated.
